What is a Level 2 electrician?

A Level 2 electrician is formally called a Level 2 Authorised Service Provider, or Level 2 ASP. The accreditation is issued by the electricity network operator — Ausgrid across most of Sydney, and Endeavour Energy in Western Sydney and the outskirts — and it authorises the holder to work on the electrical infrastructure that sits between the street and your property.

That’s a different zone from the wiring inside your home. Only a Level 2 ASP can legally connect, disconnect, repair, or upgrade the parts of the network that link your property to the grid.

Level 1 vs Level 2: the legal dividing line

A standard licensed electrician (sometimes called a Level 1 electrician) can work on everything inside your property boundary — power points, lighting circuits, and the internal components of your switchboard. Everything from the network’s service point up to your main switchboard falls into the Level 2 zone:

  • Consumer mains — the cables running from the network’s connection point to your main switchboard
  • Point of attachment — where the overhead service line meets your building
  • Service fuse and metering — the network-side fuse and meter equipment
  • Overhead and underground service lines — the connection itself, above or below ground
  • Private power poles — poles on private property that carry the supply

If a storm brings down the service line between the street and your roof, a standard electrician cannot reconnect it — the law requires a Level 2 ASP to carry out and certify that work.

What work needs a Level 2 electrician?
